About CET-Partnership Calls
The Clean Energy Transition Partnership (CETPartnership) aims at accelerating the clean energy transition to achieve the goal of climate neutrality by 2050. It is a multilateral and strategic partnership of national and regional Research, Development and Innovation (RDI) funding programmes in EU Member States and associated countries, co-funded by the European Commission through Horizon Europe (HE).
This Climate Energy Transition (CET) Partnership 2023 is the second annual co-funded call under this partnership. It is a two-stage call for consortia, structured in 12 thematic modules within the energy field and open to a wide range of Technology Readiness Levels (TRL 3-9).
WHO CAN APPLY?
Consortium of at least 3 independent entities (at least, one coordinator and two partners).
They must be deemed eligible for funding by relevant national/regional funding organisations from at least three different countries participating in the call (list of funding organisations & modules). Of these three entities, at least two must be from EU Member States or HE associated countries.
Any legal entity can apply (private or public) regardless of their nature (SME, large enterprise, university, research center, municipality, NGO, etc.).
The call demands compliance with certain transnational, national and module requirements (e.g., TRL levels, budget). Moreover, it is advisable to carefully check all these requirements as well as the eligibility approval from the corresponding funding organisation for each applicant entity before applying to this call.
WHAT TECHNOLOGIES ARE SUPPORTED
There are 12 thematic modules defined in this CETPartnership call:
- Direct current (DC) technologies for power networks
- Energy system flexibility: renewables production, storage and system integration
- Advanced Renewable Energies (RE) technologies for power production
- Carbon Capture, Utilization and Storage (CCUs)
- Hydrogen and renewable fuels
- Heating and cooling technologies
- Geothermal energy technologies
- Integrated regional energy systems
- Integrated industrial energy systems
- Clean energy integration in the built environment.
Depending on each module’s specific requirements, the call targets both research-focused and development-focused projects or one of these. Our recommendation is to check in advance each module’s specific requirements for the maturity of the technologies.
GRANT SIZE AND PROJECT DETAILS
Total budget: 0.5-5M€.
The total effort of one partner in the project consortium can be maximum 60% of the total project efforts. The total effort of the partners from one country/region in the project consortium can be maximum 75% of the total project efforts.
Projects may last a maximum of 36 months and should start by 15 December 2024. Grants per partner can go up to 1M€ (depending on the nature of the applicant entity, each funding organisation’s rules and number of partners from the same region/country in the consortium)
EVALUATION CRITERIA
The call process includes stage 1 (the pre-proposal stage) and stage 2 (the full proposal stage).
To be considered for funding, your pre-proposal must be invited to the stage 2 process. Both CET proposals will be evaluated based on their technological innovation, commercial impact, contribution to the module’s expected impacts, consortium quality and efficiency of the implementation.

· Stage 1 application: 22 November 2023
· Stage 2 application: 27 March 2024 (only if stage 1 is approved)
